About the program

What is the Justice Reinvestment Fund?

When Arizonans voted to legalize recreational marijuana in 2020 through Proposition 207, they also approved the creation of a statewide Justice Reinvestment Fund. The Maricopa County fund provides grants to qualified nonprofit organizations that provide justice reinvestment programs within the county. 

Under Prop 207, justice reinvestment programs are broadly defined and do not have to relate to drug arrests. Your programs can focus on public and behavioral health, restorative justice, jail diversion, workforce development, addressing the underlying causes of crime, reducing drug-related arrests and the state’s prison population, or the restoration of civil rights and expungement of criminal records.

Justice Reinvestment programs, per A.R.S. §36-28163:
  • Public and behavioral health, including evidence-based and evidence-informed substance use prevention and treatment and substance use early intervention services.
  • Restorative justice, jail diversion, workforce development, industry-specific technical assistance or mentoring services for economically disadvantaged persons in communities disproportionately impacted by high rates of arrest and incarceration.
  • Addressing the underlying causes of crime, reducing drug-related arrests and reducing the prison population in this state. 
  • Creating or developing technology and programs to assist with the restoration of civil rights and the expungement of criminal records.

Fiscal manager: Maricopa County Department of Health (MCDPH) has contracted with Just Communities Arizona (JCA) to serve as the fiscal manager of its Justice Reinvestment Grants. In 2025, a total of $300,000 in new grants will be awarded (contingent on funding) to nonprofits or community-based organizations located and operating in Maricopa County.

  1. Community-Based Direct Services
  2. Programs and projects that strengthen communities
  3. Increase safety, usability, and accessibility of common outdoor spaces
  4. Improve health and wellness of low-income and marginalized populations
